WHAT IS THE INDEPENDENT OFFICE OF APPEALS (AP) DIVISION?

Vacancies will be filled in the following specialty areas:

Independent Office of Appeals; Case and Operations Support; Specialized Exam Prog and Ref; Collection Appeals; Examination Appeals.



The following are the duties of this position at the full working level.


  • Holds conferences and negotiates issues with taxpayers/representative to resolve tax disputes in a fair and impartial manner. Taxpayers are often officers of publicly traded companies and representatives are typically from the most prestigious national law and accounting firms.
  • Advises and coaches team members regarding their team assignments. Provides appropriate and substantive feedback on team assignments to the team member and his/her immediate manager. This feedback is both written and oral; provided on a timely and ongoing basis; addresses the appropriate critical job elements and aspects; and follows guidelines prescribed by the Chief Appeals, the Director, and the Appeals Area Director as to timing, form and content of the feedback
  • Communicates and fosters dialogue with peers, customers and partners. Leads several teams that work cases and coaches individual employees in the accomplishment of team objectives and effective problem solving.

      Federal experience is not required. The experience may have been gained in the public sector, private sector or One year of experience refers to full-time work; part-timework is considered on a prorated basis.       SPECIALIZED EXPERIENCE: GS-07: You must have at least one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Specialized experience for this position includes: Experience with business issues & practices, basic accounting principles, and demonstrates knowledge of tax laws and regulations. Experience with oral and written communications to prepare documents, review statements and schedules to explain options to individuals or representatives. Experience in organizing workload, work products, and identifying priorities to timely resolve work related issues.



      OR One year of graduate education in a related field of study such as: business administration, finance, accounting, auditing, taxation, law or other related fields.



      OR Superior Academic Achievement may be met by having a Bachelor's degree, with one of the following: A GPA of 3.0 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last 2 years of study, or a GPA of 3.5 or higher on a 4.0 scale for all courses in your major field of study or those courses in your major completed in the last 2 years of study, or rank in the upper one third of your class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies.

      SPECIALIZED EXPERIENCE: GS-09: You must have at least one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes: experience with business issues & practices, basic accounting principles, and demonstrates knowledge of Federal tax laws and regulations. Analyze and review various types of tax returns or documents to determine tax liability of individual taxpayers, businesses, or corporations. Experience interpreting and applying Internal Revenue Code or Manual and related regulations. Experience with oral and written correspondence to taxpayers to explain options to taxpayers/representatives to assist in resolving tax issues. Experience in planning and organizing workload, work products to complete assignments with changing priorities.



      OR Master's or equivalent graduate degree or two years of progressively higher-level education leading to a graduate degree in business administration, accounting, auditing, finance, taxation, law or other related fields.



      OR LL.B. or J.D. if related.



      OR Combination of qualifying graduate education and experience equal to the amount required.


      SPECIALIZED EXPERIENCE: GS-11: Specialized experience for this position includes: One (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-9 grade level in the Federal service. Experience with business issues & practices, basic accounting principles, and demonstrates knowledge of Federal tax laws and regulations. Experience in applying tax law to resolve tax issues. Applying current and past Internal Revenue Code and related laws, tax laws, court decisions, and regulations. Experience researching tax related information from a variety of sources (for example, Internal Revenue Manual, IR Code Regulations, commercial databases, court, and revenue rulings). Experience reviewing and analyzing financial information (e.g., financial books) and records to advise individuals on tax compliance. Providing tax law advice or guidance to taxpayers, clients, or employer. Experience applying general business practices and basic accounting techniques to analyze financial information (e.g., analyzing taxpayer transcripts, case files, financial documents and records and other information). Experience in verbal, written, and/or virtual communications.
      OR You may substitute education for specialized experience as follows: A Ph.D. or equivalent doctoral degree in a field of study such as: law, accounting, business or management, economics, math, and finance.



      OR 3 full years of progressively higher-level graduate education leading to a doctoral degree in a field of study such as law, accounting, business or management, economics, math, and finance. One year of graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended.
